Desalination policy is expected to launch equipment to be "localized" in the second half of the year

In the “Special Plan for Seawater Utilization” promulgated in 2005, it is proposed that the localization rate of seawater desalination equipment in 2020 should reach over 90%. At present, the localization rate of seawater desalination equipment in China is still less than 60%. In the relevant policies to support the development of seawater desalination industry, the requirement of “promoting the production and manufacture of desalinated domestically produced materials” will be clearly stated.

A series of policies to encourage seawater desalination will come out

As part of the development of marine resources in strategic emerging industries, desalinization has received increasing attention. In the outline of the “Twelfth Five-Year Plan”, the state clearly proposed the development of desalination. In this context, the state's support policies for seawater desalination technology and industrial development are expected to be introduced in the second half of the year.

Guo Youzhi, secretary-general of the China Desalination Association, revealed that the National Development and Reform Commission is formulating a series of policies that are conducive to the development of seawater desalination industry, including the “Twelve Five-year Plan for Desalination” and industrial policies that encourage the development of seawater desalination. It proposed that a number of national demonstration projects for seawater desalination should be established, a desalination national industrial base should be established, a seawater desalination industrial alliance, engineering center, and laboratories should be established to promote the production and manufacture of domestic seawater desalination materials. In addition, the state will also issue supporting fiscal and taxation policies. Enterprises that meet the policy requirements are expected to enjoy the preferential policy of "three reductions and two exemptions" in terms of income tax, and promote the development of the desalination industry.

According to the reporter's understanding, in order to promote the development of seawater desalination technology, the expert team of the Ministry of Science and Technology completed the preparation of the "12th Five-Year Plan for the Specialization of the Development of Seawater Desalination Technology" (preliminary draft), which is expected to be released soon after further revision and improvement. It proposes to continue to develop core technologies and equipment for seawater desalination such as reverse osmosis and low-temperature multi-effect distillation, develop seawater desalination engineering design and operation management technologies, improve China's seawater desalination technology, equipment and standards system, and accelerate China's strategic emerging industries of desalination. Nurture.

“As an emerging industry, desalination of seawater requires innovation and breakthroughs in membrane materials, energy recovery, pumps, and pressure vessels.” Guo Youzhi, who was involved in the formulation of the "12th Five-Year Plan for Desalination Technology Development Special Program" of the Ministry of Science and Technology, said: "The technology related to desalination will receive great support during the 12th Five-Year Plan period, especially in terms of engineering demonstration and independent intellectual property rights."

In addition, Guo Youzhi also stated that financial subsidies and reductions and exemptions for seawater desalination enterprises may be included in the relevant plans of the Ministry of Water Resources. Guo Youzhi pointed out that seawater desalination can play an important role in supplementing national water security. Therefore, for such a strategic resource, the state should provide guidance and support for the policy.

Liao Xiaolong, a member of the Tianjin desalination expert group and a director of the China Membrane Industry Association, also told reporters that at present, desalination technology in China is very mature, and the key to industrial development depends on the policy.

Equipment industry is expected to usher in rapid growth

In addition to policy support, the current large-scale application of desalination also has a good foundation. Industry sources pointed out that seawater desalination has achieved an integrated production cost of 4 yuan/ton-5 yuan/ton, which is lower than the cost of 5 yuan/ton-6 yuan/ton for most of the northern cities in the South-to-North Water Transfer Project, and China's seawater is abundant.

In fact, the desalination of seawater is also an advantage in meeting the industrial water use in coastal areas. According to Tian Chunyu, deputy director of Weicheng Rongcheng Development and Reform Bureau, seawater desalination has advantages of being free from seasonal effects, abundant water sources, less pollution, and meeting higher requirements for industrial water use. “At present, Weihai is using seawater in some large-scale engineering projects. Fade down, including the Huaneng Power Plant and the Rongcheng Shidao Bay Nuclear Power Plant to be built soon."

Analysts pointed out that in the context of accelerating the process of industrialization and facing a severe situation of water resources, with the introduction of various supporting policies, the desalination industry is expected to usher in rapid growth.

According to statistics from the China Desalination Association, by the end of 2010, China's seawater desalination capacity was 640,000 tons/day, equivalent to 1% of the world's total. In the next 5 to 10 years, China's desalination capacity will increase rapidly.

Guo Youzhi stated that it is expected that during the “12th Five-Year Plan” period, seawater desalination in China will reach 1.5 million to 2 million tons/day, which is three to four times the current production capacity, and the investment scale will reach about 20 billion yuan. According to the "Special Plan for Seawater Utilization" jointly issued by the National Development and Reform Commission, the State Oceanic Administration, and the Ministry of Finance in July 2005, the desalination capacity will reach 2.5 to 3 million tons per day by 2020, which is more than five times the current capacity.

The doubling of production capacity also means the expansion of investment space, especially investment in seawater desalination equipment. Shenyin Wanguo believes that the current global market capacity of seawater desalination equipment is about 4 billion US dollars, and the investment scale of China's desalination equipment in the next 10 years will be as high as 12 billion to 14 billion yuan.

Seawater desalination equipment "localization" speed

The rapid development of the seawater desalination industry will bring development opportunities for related equipment manufacturers. At present, China's seawater desalination equipment as a whole has a high degree of reliance on international companies, but domestic equipment manufacturers have shown rapid development in recent years.

According to the “Special Plan for Seawater Utilization,” it is proposed that the localization rate of seawater desalination equipment by 2020 should reach over 90%. According to the industry, China's seawater desalination equipment is still under 60%. According to industry analysts, in the related policies supporting the development of seawater desalination industry, the requirements for “promoting the production and manufacture of domestic desalination materials” will be clearly stated. This means that with the acceleration of the localization of equipment, the relevant equipment in the future There is plenty of room for manufacturers to develop.

At present, there are mainly two kinds of seawater desalination technologies in China: reverse osmosis membrane method (membrane method) and low-temperature multiple effect distillation method (thermal method). Among them, the former accounted for relatively large, about 67%; the latter accounted for about 27%. It is understood that the investment in seawater desalination equipment is mainly high-pressure pumps, corrosion-resistant steel pipes, meters and membrane modules.

In the most widely used reverse osmosis method, the core equipment is a membrane module. However, the desalination membrane equipment in China mainly depends on imports. However, Guo Youzhi said, “This situation has changed, and some domestically produced desalination membranes have already been applied. Although the current market share is not very large, the future will surely grow bigger. At present, China’s Bluestar and Beijing Times Domestic companies such as Dundee have done very well in seawater desalination membranes."

Huatai United Securities also pointed out in relevant research reports that with the increase in the localization rate of seawater desalination equipment, membrane equipment as a core component will enter a period of rapid growth.
