Recently, the reporter learned from the National Development and Reform Commission that in order to ensure the need for spring fertilizer production this year, the National Development and Reform Commission and the Ministry of Finance in November 2005 had already extended the new year's storage qualifications for the 27 successful bidders that completed the chemical fertilizer destocking task in the previous year. These 27 companies have signed contracts with the National Development and Reform Commission and the Ministry of Finance for the first batch of fertilizer off-season commercial reserve contracts for 2005/2006, with a total volume of 6.05 million tons. The relevant companies have already started the reserve of lighter reserves of chemical fertilizers. It is reported that the second batch of fertilizer off-season commercial reserve work this year is still in the form of tender, for all fertilizer production and distribution companies in the country. Fertilizer production and distribution companies that have the qualifications required by the bidding documents can participate in the bidding, and they can also form a joint bid.
It is understood that in order to solve the contradiction between annual production and seasonal use of chemical fertilizers, the government has established a commercial off-season commercial reserve system since 2005, that is, after entering the off-season application of chemical fertilizers, some circulation companies will be selected through bidding to undertake the task of off-season commercial reserve. The company's off-season production of chemical fertilizers will be collected and stored. The state will subsidize interest on off-season reserves and deposit them on the market when spring season is used to enter the peak season. On November 1, 2005, the National Development and Reform Commission and the Ministry of Finance jointly issued the Supplementary Provisions on the Administrative Measures for the Reserves of Chemical Fertilizers in the Off-season.
